The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Immense energy is allocated on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity provided through current data. From observation points, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv faced the morning news: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, persist.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
